Andrew Hinds fears for The Future of smaller urban centres, if there is no change

For a national chain of jewellers, the government's business rates system has a devastating impact on the retail trade outside of the major cities and Shopping Centres .

Andrew Hinds , director at the family-run company F Hinds, says The Business rates place an undue burden on The Business and lead to more store closures.

"In a smaller town, if you lose a couple of dealer's, you lose the Critical Mass and there is less reason for people to go to the city," he told the BBC.

"We have stores in different locations, cities, out-of-town Shopping Centres . But we fear for The Future of the smaller towns in more rural places.

"If we do not reduce the cost of The Business activity in these cities to a sustainable level, we will kill your High streets. "

therefore, the Hinds of F, together with More Than 50 other retailers, write a letter to the Chancellor, Sajid Javid calling for business rates reform.

The signatories include the bosses from leading supermarkets, Department stores and other large High Street names.

Marks & Spencer, Superdrug, Morrisons, Debenhams, Boots and Greggs are among the participants.

cities less vibrant

The letter notes that the "burden of business rates has become unsustainable for many retailers," and that The System is broken.

Among other changes, the you want to company to appeal against excessive business rates.

The System is complex, but also the companies complain that changes in the rateable value of their properties, to alter that is unfair.

Mr Hinds, says The Burden of The System falls disproportionately on the retailer, up to 5% of the economy, but to pay 25% of all business rates.

"for More Than a decade, we have forbidden the opening of new stores in the larger towns, rather than smaller," he said.

"even The smaller cities, we are already, becoming less and less alive. Finally, older people and poorer people have less access to shopping, because you can't drive 50 miles to the nearest super Mall. "

F Hinds says it opened more stores in large Shopping Centres , because of The Business rates system

F Hinds has 127 stores across the UK, making it too large to qualify for business rates relief from the government. Mr Hinds jokes that you cut off would be better, if you could relaunch as 127 small businesses.

He says that, if The Business rates are reformed, many town centres will fundamentally change.

"I think we will end up with a very different social structure," he said. "You can centers in the city, apart from shopping, but if you lose, the shopping, the people in the city, The Other things?"

The Campaign has the support of The British Retail Consortium, whose chief executive, Helen Dickinson, summoned Mr Javid to address retailers concerns of the next month's Budget.

She Said : "Every year, retail spaces, higher business rates, invoices, is the reluctance of investment in an industry that is transforming at a dramatic pace.

"swift action in the upcoming Budget, which would show, was the Chancellor serious about the leveling of all parts of the United Kingdom and the support in the retail sector for the realization of a better Future . "
