Noah Vosen is a former USAF Lieutenant General and the Deputy Director, and Head of Operation Blackbriar. In the film, he orders Blackbriar asset Paz to eliminate journalist Simon Ross and Ross's source. Ross was under surveillance after ECHELON tracked the use of the term Blackbriar in a call to his editor.
