Phil Dowd Life story
Philip Dowd is a retired English professional football referee who officiated primarily in the Premier League. He is based in Stoke-on-Trent, Staffordshire, and was a member of the Staffordshire Football Association. Dowd made his first appearance as an official in the Football League as an assistant referee in 1992.
