Two People were reportedly wounded, a doctor is in his 40s and a patient in his 60s, reports say.
The Suspect is possibly in his 40s or 50s, the reports say, citing city authorities.
Facilities nearby have been placed on lockdown.
Toda is a city in Japan's Saitama Prefecture with a population of about 140,000.
