About Shinobu Katsuragi
Shinobu Katsuragi (葛城 忍, Katsuragi Shinobu) was a former member of INSET, the husband of Kyoka Katsuragi and the father of Takumi Katsuragi. He excommunicated himself in order to leave the remains of the Rider System to his son. However he was revealed to still be alive and working with Evolto.
