While on the trail of murderer "the Silencer," who leaves his victims without a tongue, FBI agent Jason Chandler (Patrick Muldoon) discovers a pattern: The victims are all serial killers. Despite the skepticism of his partner, Stephanie Dobson (Cathy Moriarty), Jason shares his theory with supervisor William Heywood (Tim Thomerson), who invites him to join the elite "Red Squad" of crime fighters.
