When Julie (Jean Parker) arrives at the café of her father, Pop (Emmett Lynn), after being away at college, she is dismayed because she assumes he's now in league with a gangster nicknamed "the Ghost" (Ricardo Cortez). She reunites with an old love, Lt. Bob Lord (Roseanne Stevens), and becomes engaged. The Ghost, who has been extorting Pop, presses him to break up the couple because he's fallen for Julie.
