It's pre-World War II Japan, and nervous playwright Hajime Tsubaki (Goro Inagaki) is hoping to get his latest work produced. However, he hasn't accounted for government censor Mutsuo Sakisaka (Kôji Yakusho), a hard-nosed character who seems determined to make his life miserable.
