Major General Winston Joseph Dugan, 1st Baron Dugan of Victoria, GCMG, CB, DSO, KStJ, known as Sir Winston Dugan between 1934 and 1949, was a British administrator and a career British Army officer. He served as Governor of South Australia from 1934 to 1939, then Governor of Victoria until 1949.
