Documentarian Frederick Wiseman turns his cameras on a housing project that is home to some of the poorest residents living in Chicago's South Side. The film is composed of a series of vignettes that illustrates the daily lives of lower class Chicagoans as they interact with local police officers, social workers and other outsiders.
